Identify the symptom

No cooling at all, weak cooling, ice on the lines, or a fan that will not move. Those are different first tests.

Safe first checks

Thermostat in cooling, setpoint below room temperature, filter clear, outdoor disconnect on, coil face not packed.

If copper lines are iced, turn the system off.

What observations may indicate

Fan not spinning: electrical or motor. Ice: airflow or charge. Warm air with a running fan: coil match, charge or a control that is not calling correctly.

What not to attempt

Do not add refrigerant as a seasonal habit. Do not chip ice. Do not open energized panels.

Repair versus replacement

A capacitor or dirty coil is usually a repair. A leaking coil or failed compressor on an older pair deserves both numbers.

Request AC repair and say whether the outdoor fan is spinning.

Storms, breakers and disconnects

After a storm, check the outdoor disconnect and the breaker before assuming the compressor has failed. If power is present and the fan is still dead, stop and request repair.

A system that cooled yesterday and is warm today is more often electrical or a control than a slow leak.

Questions

The outdoor unit is not running at all.
Check the disconnect and breaker. If power is present and the fan will not start, that is a repair call — capacitor, contactor, or control.
